Phase Four - The Quest for Black Power - 1969

Maynard Jackson, the grandson of civil rights activist John Wesley Dobbs, is elected the first African American Vice Mayor of Atlanta. The victory signals the beginning of the political transition of the city from predominately white to black control.

The Atlanta Community Relations Commission urges the Atlanta Board of Education to apply for U.S. Office of Education Title IV grant funds to help the process of integration, but the board refuses.
