Phase One - Gradualism and Negotiation - 1945

In this year, several laws and practices that had restricted African American participation in the voting process are erased in the state, boosting the efforts of the voter registration campaign.

February: Georgia is the fourth state to abolish the poll tax, which had been a deterrent to black voter registration since Reconstruction.

August: The state lowers the required voting age from 21 to 18.

October: Georgia's "whites only" primary is declared unconstitutional by Judge T. Hoyte Davis.

The United Negro Veterans Organization sponsors a March from Ebenezer Church on Auburn Avenue to City Hall to protest the city's refusal to hire black policemen. It is led by the Rev. Martin Luther King, Sr.
